The Pacific Alliance in Latin America. Regional Counterbalance?

Abstract:
The Pacific Alliance has incited a greater debate on Latin American regionalism. Based on that, this article analyzes its creation in a context of globalization and new regionalism. Also, it explains its emergence as a regional counterweight between Atlantic and Pacific axes. At the same time, it integrates the pragmatic and ideological interests and incentives of Member States. With such aim, the work is divided into four sections. In the first part, it discussed the main theoretical elements of regionalism in a context of globalization. A second section identifies the nature and objectives of the Alliance. In the third section, we discuss the incentives of the member countries and finally their potential relationship with other regional actors, in terms of competition and complementarity.

Resumen:
La Alianza del Pacífico ha provocado un mayor debate sobre el regionalismo latinoamericano. A partir de ello, este artículo aborda su creación en un contexto de globalización y nuevo regionalismo. Asimismo, explica su emergencia a partir del concepto de contrapeso regional entre los ejes Atlántico-Pacífico, incorporando al análisis los intereses e incentivos de tipo pragmático-ideológico de los Estados. Con tal objetivo, el trabajo se divide en cuatro secciones. En la primera, se mencionan los principales elementos teóricos del regionalismo en un contexto de globalización. En una segunda sección, se identifica la naturaleza y objetivos de la alianza. En la tercera sección, en tanto, se analizan los incentivos de los países miembros y finalmente se estudia su potencial relacionamiento con otros actores regionales, en términos de competencia y complementariedad.

Effectiveness of the Democracy Clause in the Pacific Alliance Agreement

Abstract:
This article studies the implementation of the democracy clause in the Pacific Alliance Agreement, based on its effectiveness, and comparing it with other integration processes which are currently active in Latin America. I will conduct an analysis regarding the nature and objectives of the Pacific Alliance agreement and review the role played by the democracy clause in it, as well as in other integrations processes in the region. Finally, I will establish how the effectiveness of the clause appears divided with respect to the criteria of the Pacific Alliance member countries.

Resumen:
El presente artículo da cuenta de un estudio sobre la aplicación de la cláusula democrática en el acuerdo de la Alianza del Pacífico, a partir del análisis de la efectividad de la misma, y de la comparación con otros procesos de integración vigentes en Latinoamérica. Para ello se abordará el alcance y la naturaleza de la Alianza, así como el contenido de la clásula democrática en los procesos de integración latinoamericanos y, en especial, en la Alianza. Al final, se establecerá cómo existen criterios divergentes al momento de establecer la efectividad de la aplicación de la cláusula por parte de los países miembros.

The Pacific Alliance and the Construction of a New Economic Regime? –Lights and Shadows of the Renewal of Open Regionalism

Abstract:
To arrive at an understanding of Latin American regionalism and particularly that of the PA, in this chapter I will analyse what its creation means and its implications for regional governance and for a new economic regime, which may compete with the battered multilateral system of the World Trade Organization (WTO) and the stalled Doha Round.

My argument is that its creation expresses a return to open regionalism, a choice made by decision-makers in Chile, Colombia, Mexico, and Peru to strengthen a type of regional governance that is aligned with the current rules for the world. For the most part, it does so without questioning the dominant structure, as the four countries already individually follow and share the predominant ideas about trade, economics, and politics. At the same time, the PA allows them to disseminate and socialise their vision of the world.

I will study the PA as a regional cooperation initiative that is capable of having an agenda-setting influence and entering into dialogue with the concept of international regimes which are “implicit or explicit principles, norms, rules, and decision-making procedures around which actors’ expectations converge in a given area of international relations” (Krasner, 1983, p. 2). I also propose understanding this regional process as part of a larger framework, in this case, the construction of a new economic regime or Pacific Regime.

The Pacific Alliance: Situation, Perspectives, and Proposals for Consolidation

[…] Desde el 2011 en que se creó la Alianza, esta ha sabido sortear algunas dificultades y lograr un importante grado de eficacia y legitimidad, gracias a su carácter abierto y flexible, lo que de mantenerse en el tiempo puede posibilitar que por primera vez en la región, un proceso de integración funcione.

Lo anterior motivó al Instituto de Estudios Internacionales (IDEI) de la Pontificia Universidad Católica del Perú, a llevar a cabo un estudio de este proceso, el cual se divide en cinco grandes capítulos. El primero de ellos está destinado a analizar el escenario integracionista latinoamericano previo a la Alianza así como el surgimiento del denominado Foro del Arco del Pacífico Latinoamericano, que fue su antecedente inmediato.

El segundo capítulo aborda la creación de la Alianza, su naturaleza jurídica, su estructura e importancia, los Estados participantes, las reuniones y acuerdos para la consolidación del bloque y la incorporación del sector empresarial.

El siguiente capítulo, que es el más extenso, se encarga de analizar los avances en los cinco pilares de la Alianza que son la libre circulación de bienes, servicios e inversión, capitales, personas y cooperación. El cuarto capítulo se enfoca en el relacionamiento externo de este bloque con el Asia-Pacífico, la Unión Europea y EE.UU. así como con otros bloques de América Latina; mientras que el quinto y último se concentra en plantear un conjunto de recomendaciones para el fortalecimiento de este proceso.[…]
