Potential Productive Linkages between the Pacific Alliance Members and China, Japan, Korea and Thailand

El documento está organizado en 8 secciones. En las dos primeras secciones se realiza una presentación del Grupo Técnico de Cadenas Globales de Valor y Encadenamientos Productivos e introducción al estudio. En la tercera sección se presentan los perfiles económicos de los países que conforman la AP, con énfasis en las políticas comerciales de cada uno de ellos. En la siguiente sección se presenta un análisis del comercio intra-AP.

La sección cinco explica la metodología y los supuestos empleados para la detección de potenciales encadenamientos productivos entre los países miembros de la AP. La sección seis presenta algunos ejemplos de posibles encadenamientos productivos de acuerdo a los resultados obtenidos. En la sección siete se presentan los resultados del estudio y, finalmente, en la sección ocho las conclusiones y recomendaciones.

En general, los ejemplos de potenciales encadenamientos productivos encontrados se concentran principalmente en sectores de agro alimentos, alimentos procesados, petroquímicos y farmacéuticos. Esto se explica por las estructuras productivas y las matrices exportadoras de cada uno de los países de la AP y da cuenta además de que en general los países AP tienen una mayor participación hacia adelante en las CGV, utilizando pocos insumos importados en sus exportaciones, con la excepción de México.

Rethinking Geopolitics in Latin America –Is a Geopolitical Study of South America Necessary?

Resumen:

Se ha producido un cambio apreciable en la política norteamericana hacia América Latina.

Algunos percibieron este cambio como un abandon de la región, al aplicar la estrategia de pivote hacia el Pacífico. Pero en los últimos años de su mandato, Obama ha sorprendido con ciertos movimientos diplomáticos que hacen pensar que, no solo está dispuesto a cumplir sus promesas, sino que ha retomado la iniciativa: el anuncio del secretario de Estado John Kerry sobre el abandon de la «doctrina Monroe» y la reanudación de las relaciones diplomáticas con Cuba son dos ejemplos claros.

El análisis que nos proponemos realizar, debe partir de la geografía, ya que la geografía en el subcontinente América del Sur es un determinante importante de su geopolítica, pero también debe contemplar la actuación de las grandes potencias exteriors a la región, particularmente los EE.UU., pero también China, cada uno de ellos con una cosmovisión y unos intereses diferentes, aunque no siempre incompatibles.

Nos centraremos también en Brasil y ciertas organizaciones regionals de índole diversa, pero con influencia sobre la misma.

Beyond Trade Relations: Insertion of the Pacific Alliance Members into the Asia-Pacific Region

Abstract:
The twentieth-first century has been deemed as the “Pacific century”. The Pacific Alliance is not unrelated to this phenomenon and, among other reasons, it is meant to serve for a better insertion of its member-states into the international arena, and more specifically, into the Asian side of the Pacific.

This insertion tends to be explained in terms of trade, which has increased over the last years and plays a central role in the relations among member-states. However, trade alone does not cover the wide range of ties that Chile, Colombia, Mexico and Peru have with the Asia-Pacific region. In addition, their foreign policy is not limited to the search for new markets and economic partners.

This article presents a systematisation of the treaties signed among the current Pacific Alliance members and China, South Korea and Japan between 1990 and 2016. Based on a comparative analysis of the treaties, it is observed that trade has, in fact, little participation as part of the overall relations between the Pacific Alliance and the Asia-Pacific region.

El siglo XXI ha sido considerado como el siglo del Pacífico. La Alianza del Pacífico no es ajena a dicho fenómeno la cual, entre otros motivos, surgió para lograr una mejor inserción de sus países miembro en esta área y, más específicamente, en la parte asiática del Pacífico. Dicha inserción ha tendido a explicarse en términos de intercambios comerciales, los cuales se han incrementado en los últimos años y tienen una importancia central en las interrelaciones, pero no evidencian el amplio alcance que tienen las relaciones entre Chile, Colombia, México y Perú con Asia-Pacífico; además, la política exterior no se limita a la búsqueda de nuevos mercados y socios económicos.

Este trabajo presenta una sistematización de tratados establecidos entre los países que son actualmente miembros de la Alianza del Pacífico con China, Corea y Japón entre los años 1990 y 2016. A partir del análisis comparado del conjunto de tratados se observa que el tema de comercio tiene una participación muy baja en la totalidad de las relaciones que se consolidan a través de los tratados.

Integration Policies in the Asian and the Latin American Pacific Basin: A Mexican Perspective

Abstract:
This paper analyzes the economic integration policies implemented by economies of both shores of the Pacific basin through three instruments under negotiation: the Trans-Pacific Partnership Agreement (tpp), the Regional Comprehensive Economic Partnership (rcep), and Pacific Alliance (ap).
The paper investigates Mexico’s participation in the tpp and the ap. It also points out the importance for the Mexican economy’s relationship between ap and tpp with the rcep. Referentially, the paper analyzes the correlation between these three instruments with economic regionalization projects in the Americas and Europe, including new free trade agreements.
The research is based mainly on the theoretical tools of international political economy and traditional constructivism. In this sense, the issues are addressed from a multilevel analysis (economic, military and international non-governmental actors), but with an emphasis on the economic level. The military subjects and role of transnational actors are addressing on complementary manner.

Resumen:
En este trabajo se analizan las políticas de integración económica puestas en práctica por los actores internacionales involucrados en la negociación de tres instrumentos en construcción: el Tratado Transpacífico de Asociación Económica Estratégica (tpp), el Regional Comprehensive Economic Partnership (rcep), ambos en el Pacífico asiático, y la Alianza del Pacífico (ap) en el Pacífico americano.
En el documento se plantea la perspectiva de México respecto de su participación activa, tanto en el tpp como en la Alianza del Pacífico, así como la necesidad de dar seguimiento, de manera permanente y sistemática, a otros procesos de regionalización de importancia global como el rcep y el tlc entre Estados Unidos y la Unión Europea.

The Pacific Pumas –An Emerging Model for Emerging Markets

Abstract:
These four countries along Latin America’s west coast have taken great strides in recent years, and they are poised to emerge as regional leaders. Like the animal, these Pacific Pumas are comfortable operating quietly, away from the spotlight. But their positive momentum is difficult to ignore.
United in the Pacific Alliance, the Pumas represent more than 200 million people with a US$2.22 trillion GDP; their combined global trade accounts for half of the Latin American total, while the depth and breadth of their free-trade agreements have positioned them to increase commerce with Europe, the US and Asia. This is the story of the advancement of Mexico, Colombia, Peru and Chile—the Pacific Pumas—and of the opportunities they have moving forward.
The first section considers the emergence of the Pumas individually. It begins with an overview of the four large Latin American countries that have matured economically and politically precisely as their region, the Pacific, has become a cauldron of global growth. The second chapter highlights the macroeconomic stability of the four, while the third considers their democratic maturation. The section concludes with a chapter on the Pumas’ embrace of globalization, suggesting their preparedness for a 21st century economy.
The second section analyzes the Pumas’ global opportunities. Through the Pacific Alliance, Mexico, Colombia, Peru and
Chile can leverage their individual success through a pact large enough to attract international attention. Chapter 5 debates the importance of the Alliance, while Chapter 6 considers its ramifications throughout Latin America. Chapter 7 examines the importance of the Pumas in greater trans-Atlantic relations, and Chapter 8 reviews the opportunities and challenges the Pumas face in dealing with China
.
Together, the two sections outline a golden opportunity for the Pacific Pumas to achieve internal prosperity and stability, while emerging as regional leaders and strategic partners of the US, Europe, and East Asia.

Prospects and Opportunities for the Pacific Alliance

Brief:
This is a 2015 edited contribution by Universidad CESA and Universidad del Desarrollo. The book delves into more detail on the achievements that the PA has made up to this point and also touches on particular aspects of the PA, including contributions on particular countries such as Chile and Peru. The chapter by Edgar Vieira is worth exploring since it provides interesting insights from a theoretical and practical point of view. Some general recommendations on steps forward come from the contributions while a strong economic focus on their analysis persists in most of the chapters. The publication encompasses ten chapters and the introduction by the editors.

China’s Engagement with Regional Actors: The Pacific Alliance

Abstract:
The Pacific Alliance was created as an effort to integrate its members into global supply chains and connect them to the world’s fastest-growing economies in East Asia. All four participating countries—Chile, Colombia, Mexico, and Peru—are known for their confessed openness to free trade and investment liberalization.

Against the backdrop of the unremarkable performance of the region’s previous initiatives for cooperation and regional integration much depends on external recognition and engagement. Given the Alliance’s emphasis on trade, finance, and the geographic region of the Asia-Pacific, the recognition most vital to success is that of the People’s Republic of China: while Japan and South Korea play a dynamic role as well, particularly in the manufacturing sector, China is by far the largest and fastest-growing catalyst for Latin America’s trade, loans, and investment.

China has evidenced its eagerness to engage the Latin American region in many ways, most notably through its two policy papers in 2008 and 2016 a stream of loans and investment initiatives, and top leadership visits to the region on an annual basis. It has also thrown its weight behind CELAC, the Community of Latin American and Caribbean States, often described as a regional grouping that excludes Canada and the United States. But does the Alliance command a special “sweet spot” in China’s strategy for Latin America? Is Beijing responding as eagerly to the Alliance’s initiatives as some news reports suggest?
A series of interviews with academics, policy advisors, and executives in China and a review of Chinese print and online media and journal articles suggest that Beijing and China’s business community observe the Alliance with polite interest but see limited benefits for either side.

Este trabajo tiene como objetivo principal identificar la existencia de un nuevo escenario geopolítico en la región latinoamericana a través del análisis de la creación de la Alianza del Pacífico y su relación con otros procesos de integración en la región –UNASUR, MERCOSUR y ALBA.
Es así que desde el marco teórico del realismo y de la interdependencia compleja, se explica la creación de la Alianza del Pacífico- cuyos miembros son Colombia, Chile, Perú y México- con el fin de consolidar nuevas relaciones que ayuden su desarrollo. Esta necesidad de cooperación responde al interés común de los estados por una nueva estrategia que incluya la explotación óptima de sus recursos entorno al pacífico y de cooperación favorable a la expansión de una red de comercio que incluya a todos los estados. En ese contexto, la consolidación de estos objetivos puede influenciar directamente e indirectamente en toda la región latinoamericana.
