The Pacific Alliance: A Significant Change for Regional Integration in Latin America

Abstract:
The establishment of the Pacific Alliance will have a strong impact in the process of regional integration in Latin America, as long as it would be able to consolidate. The Alliance is comprised of Chile, Colombia, Mexico and Peru, with Costa Rica and Panama as observer states. It restates the role of commerce and economic issues in a process of integration that prioritised politics during the last decade, through the rejection of free trade agreements by ALBA (Bolivarian Alliance for the Peoples of our America). Moreover, the Alliance emerges with the aim to insert into the globalised world, particularly the Asia Pacific. Mexico’s membership breaks with the disjunctive distinction between Latin America as a whole and South America. The emergence of the Pacific Alliance represents a challenge to Brasil’s project to consolidate regional integration around UNASUR. Regarding the European Union and the bi-regional relations with Latin America, the Pacific Alliance members, as well as the observer states, signed agreements with the European Union, in contrast to other situations in the region.

Resumen:
El surgimiento de la Alianza del Pacífico, integrada por Chile, Colombia, México y Perú, y con Costa Rica y Panamá de observadores, tendrá, en la medida que se consolide, un fuerte impacto sobre el proceso de integración regional en América Latina. La Alianza revaloriza el comercio y la economía, en un proceso que en la última década insistió en la concertación política, ante el rechazo del ALBA a los Tratados de Libre Comercio (TLC). Asimismo, la Alianza surge con el ánimo de vincularse al mundo globalizado, especialmente a Asia-Pacífico. La presencia de México rompe por la vía de los hechos la disyuntiva entre América del Sur o América Latina en su conjunto. Desde esta perspectiva, el surgimiento de la Alianza supone un desafío para el proyecto de Brasil de consolidar la integración regional en torno a Unasur. Finalmente, y en lo que atañe a la relación birregional entre la UE y América Latina, se da la circunstancia de que tanto los países miembros de la Alianza como los observadores tienen firmados con la UE Tratados de Asociación o Tratados Multipartes, algo que contrasta con la mayor parte de las situaciones existentes.

Integration Policies in the Asian and the Latin American Pacific Basin: A Mexican Perspective

Abstract:
This paper analyzes the economic integration policies implemented by economies of both shores of the Pacific basin through three instruments under negotiation: the Trans-Pacific Partnership Agreement (tpp), the Regional Comprehensive Economic Partnership (rcep), and Pacific Alliance (ap).
The paper investigates Mexico’s participation in the tpp and the ap. It also points out the importance for the Mexican economy’s relationship between ap and tpp with the rcep. Referentially, the paper analyzes the correlation between these three instruments with economic regionalization projects in the Americas and Europe, including new free trade agreements.
The research is based mainly on the theoretical tools of international political economy and traditional constructivism. In this sense, the issues are addressed from a multilevel analysis (economic, military and international non-governmental actors), but with an emphasis on the economic level. The military subjects and role of transnational actors are addressing on complementary manner.

Resumen:
En este trabajo se analizan las políticas de integración económica puestas en práctica por los actores internacionales involucrados en la negociación de tres instrumentos en construcción: el Tratado Transpacífico de Asociación Económica Estratégica (tpp), el Regional Comprehensive Economic Partnership (rcep), ambos en el Pacífico asiático, y la Alianza del Pacífico (ap) en el Pacífico americano.
En el documento se plantea la perspectiva de México respecto de su participación activa, tanto en el tpp como en la Alianza del Pacífico, así como la necesidad de dar seguimiento, de manera permanente y sistemática, a otros procesos de regionalización de importancia global como el rcep y el tlc entre Estados Unidos y la Unión Europea.

The Pacific Alliance Casts its Cloud over Latin America

Abstract:
Although the PA has stressed that it is more than just another FTA, it has received most of its international attention and support for its economic achievements and trade focus on the Asia-Pacific region. However, the PA has also advanced in other niches of cooperation, such as academic exchange, technology and the integration of stock markets. It still needs to be seen whether the existing cooperation will spill over into other issue areas and whether the PA countries will cooperate and define common positions in international forums.
As salient the trade agenda of the PA may be, one cannot ignore the political and strategic side effects of the project.

The Pacific Alliance in Latin America. Regional Counterbalance?

Abstract:
The Pacific Alliance has incited a greater debate on Latin American regionalism. Based on that, this article analyzes its creation in a context of globalization and new regionalism. Also, it explains its emergence as a regional counterweight between Atlantic and Pacific axes. At the same time, it integrates the pragmatic and ideological interests and incentives of Member States. With such aim, the work is divided into four sections. In the first part, it discussed the main theoretical elements of regionalism in a context of globalization. A second section identifies the nature and objectives of the Alliance. In the third section, we discuss the incentives of the member countries and finally their potential relationship with other regional actors, in terms of competition and complementarity.

Resumen:
La Alianza del Pacífico ha provocado un mayor debate sobre el regionalismo latinoamericano. A partir de ello, este artículo aborda su creación en un contexto de globalización y nuevo regionalismo. Asimismo, explica su emergencia a partir del concepto de contrapeso regional entre los ejes Atlántico-Pacífico, incorporando al análisis los intereses e incentivos de tipo pragmático-ideológico de los Estados. Con tal objetivo, el trabajo se divide en cuatro secciones. En la primera, se mencionan los principales elementos teóricos del regionalismo en un contexto de globalización. En una segunda sección, se identifica la naturaleza y objetivos de la alianza. En la tercera sección, en tanto, se analizan los incentivos de los países miembros y finalmente se estudia su potencial relacionamiento con otros actores regionales, en términos de competencia y complementariedad.

Competitive Integration Models in the Western Hemisphere: Competitive Leadership or Mutual Denial?

Abstract:
The North Atlantic space is undergoing active reconfiguration. In the Western Hemisphere this trend is marked by the presence of three distinct models of integration: intra-regional blocks such as Mercosur and the Andean Community; the FTAA and mega-regional agreements with the EU; and bilateral PTAs that have sprung up with greater impetus since the FTAA failure. The demise of the FTAA opened up the way for a dual track approach to trade integration in the hemisphere: on one hand, with Brazil increasingly seeking to institutionalise the South American subsystem, and on the other, the US resorting to bilateral agreements with like-minded countries in that same regional subsystem. The active rivalry between these two countries through preferential agreements is a major factor affecting the regional re-distribution of power.

Resumen:
El espacio noratlántico está experimentando una reconfiguración activa. En el hemisferio occidental, esta tendencia está marcada por la presencia de tres modelos distintos de integración: bloques intrarregionales como el Mercosur y la Comunidad Andina; el Área de Libre Comercio de las Américas (ALCA) y los acuerdos mega-regionales con la UE; así como acuerdos preferenciales de comercio bilaterales que han surgido con más fuerza desde el fracaso del ALCA. La desaparición del ALCA abrió el camino a una doble vía de integración comercial en el hemisferio: por un lado, Brasil trata cada vez más de institucionalizar el subsistema de América del Sur, y, por el otro, Estados Unidos recurre a acuerdos bilaterales con los países de ideas afines en este subsistema regional. La activa rivalidad entre estos dos estados a través de acuerdos preferenciales es un factor importante que afecta a la redistribución regional del poder.

Explorando los planteamientos en el Acuerdo Marco de la Alianza del Pacífico, estudiaremos qué perspectivas tienen las políticas culturales. También examinaremos las debilidades y obstáculos que enfrenta la creación de estas políticas dentro de la agenda.
Además, hablaremos de las perspectivas a futuro y concluiremos con las predicciones en relación al tema. Tratando de responder la pregunta ¿por fin la cultura tendrá un lugar relevante en la agenda de este bloque?
