Colombia in View of the Renewed Regionalism: the Pacific Alliance

Abstract:
The Pacific Alliance is an original integration mechanism adjusted to specific historical peculiarities of the region and of the founding states. It also shares some features with certain regionalism indications, especially with the open regionalism that characterized the 90s of the XX century. For this reason, The Pacific Alliance is presented as a renewed and updated regionalism, which is considered of deep integration. Economic internationalisation through the incorporation to new markets is one of the elements shared by the four founding states: Mexico, Colombia, Peru, and Chile. These countries control more than half of the Latin American foreign trade. Nevertheless, by carefully analyzing this matter, it is possible to observe that countries such as Peru and Colombia are left behind with respect to Mexico and Chile, even when compared to other countries of the region. Commercial agreements –especially The Pacific Alliance– are presented as an important opportunity for the Colombian strategy to reach economic internationalization, but it is important to overcome the exporting isolation and dependence of the country in order to maximize its potential benefits. It was evidenced that Colombia is commercially left behind when compared to the other members of the Alliance, especially Mexico and Chile.

Resumen:
La Alianza del Pacífico se presenta como un mecanismo de integración regional novedoso, ajustado a ciertas particularidades históricas de la región y de los Estados fundadores. Pero también, como proceso de integración comparte características con ciertas formas del regionalismo, especialmente con el regionalismo abierto característico de los años 90 del siglo XX, por lo cual, la Alianza del Pacífico se presenta como un nuevo regionalismo renovado, actualizado y autodenominado de integración profunda. La internacionalización económica por medio de inserción a nuevos mercados, es uno de los elementos que comparten los cuatro Estados fundadores: México, Colombia, Perú y Chile. En su conjunto estos países acaparan más de la mitad del comercio exterior latinoamericano.
No obstante, analizando en detalle se observa que países como Perú y especialmente Colombia, se encuentran un poco rezagados en dicha materia con respecto a sus similares de México y Chile, incluso si se mira a otros países de la región. Los acuerdos comerciales y en especial la Alianza del Pacífico se presenta como una importante oportunidad en la estrategia colombiana de internacionalización económica, pero se debe superar el aun aislamiento y dependencia mono exportadora del país, con el fin de maximizar los beneficios potenciales que estos presentan, ya que se evidencia un importante rezago de Colombia en términos comerciales con respecto a los demás miembros de la alianza, especialmente frente a México y Chile.

Prospects and Opportunities for the Pacific Alliance

Brief:
This is a 2015 edited contribution by Universidad CESA and Universidad del Desarrollo. The book delves into more detail on the achievements that the PA has made up to this point and also touches on particular aspects of the PA, including contributions on particular countries such as Chile and Peru. The chapter by Edgar Vieira is worth exploring since it provides interesting insights from a theoretical and practical point of view. Some general recommendations on steps forward come from the contributions while a strong economic focus on their analysis persists in most of the chapters. The publication encompasses ten chapters and the introduction by the editors.

Converging National Interests towards a Collective Gamble –The Pacific Alliance

Abstract:
This paper investigates the determinants that made possible the creation of the Pacific Alliance. For this purpose, this work describes the international and regional context in which the Alliance was created and that allowed the convergence of related interests between Chile, Colombia, Peru and Mexico. These converging interests, determined by similar identities, led to the creation of a collective project: The Pacific Alliance. The paper argues that the interests, characteristics and similar identities, configured national preferences that were materialised in the creation of an economic integration project with particular characteristics. This project serves as a platform for the coordination, articulation, insertion and economic development of its members.

Resumen:
Este documento indaga sobre los determinantes que hicieron posible la creación de la Alianza del Pacífico. Para ello, se describen elementos del contexto internacional y regional dentro del cual se gestó la Alianza, y que permitió la convergencia de unos intereses afines entre Chile, Colombia, Perú y México que, determinados por identidades similares, desembocaron en un proyecto colectivo: La Alianza del Pacífico. El argumento principal es que los intereses, las características y las identidades comunes configuraron unas preferencias nacionales que fueron materializadas en la creación de un proyecto de integración económica con características particulares, que sirve de plataforma para la coordinación, la articulación, la inserción y el desarrollo económico de sus miembros.

The Pacific Alliance: A New Example of Regionalism in Latin America

Abstract:
The Pacific Alliance was established as a project of deep integration between Chile, Colombia, Mexico and Peru. The question raised in this paper is which of the Latin American regionalism approaches is better suited for the theoretical characterisation of the Pacific Alliance initiative? The concepts of open regionalism and strategic regionalism are explained for the characterisation of this initiative, and their limits are highlighted by empirical evidence. The paper concludes that regionalism concepts that give greater emphasis to commercial dynamics are not sufficient to understand the current operation and performance of the Pacific Alliance. As such, a complementary analytical approach is introduced responding to the long-term global dynamics.

Resumen:
La Alianza del Pacífico se instituyó como una propuesta de integración profunda entre Chile, Colombia, México y Perú. La pregunta que se plantea en este trabajo es ¿cuál de los enfoques del regionalismo en América Latina es el más idóneo para caracterizar teóricamente la iniciativa de la Alianza del Pacífico? En este sentido, se exponen los conceptos de regionalismo abierto y regionalismo estratégico para caracterizar esta iniciativa, y se resaltan sus límites a partir de evidencia empírica. El trabajo concluye que los conceptos de regionalismo que dan mayor énfasis a las dinámicas comerciales no son suficientes para comprender el funcionamiento y desempeño actual de la Alianza del Pacífico, por lo que se introduce un enfoque analítico complementario, el cual responde a dinámicas globales de largo plazo.

Of Blind People, Elephants and the Pacific Alliance Integration: Institutionalist Account and Proposals For Change

Abstract:
The Pacific Alliance (PA) presents itself as a sui generis ‘mechanism for regional integration’ comprising Chile, Colombia, Mexico and Peru. In this thesis, I examine the main institutional features of the PA, the factors that explain these institutional choices and to what extent its institutional framework is suitable to support the objectives of the PA in the long-term. The scope of the thesis is threefold: descriptive, explanatory and normative.

I take an interdisciplinary and eclectic approach to study the institutional dimension of the PA. I base my analysis on insights from new institutionalisms — constructivist and rational institutionalisms — while following a legal orientation when reading and applying new institutionalisms. I also employ international institutional law to assess the international legal status of the PA. At the methodological level, the thesis uses qualitative methods — doctrinal and empirical analysis — to address the research questions.

The core argument I develop in this thesis is that rational factors, such as cooperation problems and characteristics of the PA members in the aggregate, and ideational factors explain the PA’s institutional design. External institutional environments also contribute to explain PA’s institutional architecture. Institutional entrepreneurs have carefully crafted organisational and task-related decentralisation, the scope of issues covered, the rules for control, and the array of adjustability devices in its institutional rules. PA’s institutional design is also the result of the revisited neoliberal program amplified at the regional level through the open regionalism and deep integration programs and the frames of flexibility and pragmatism.

I contest, based on empirical evidence, claims about the sui generis nature of the PA’s institutional model of economic regionalism. I also challenge established views about its non-political and non-ideological foundations.

I demonstrate that the PA represents an informal intergovernmental institution (IIG). The PA is not an international organisation invested with international and domestic legal personality. Organisational structures in the PA follow a spectrum of formal and informal arrangements. These structures have, in many instances, responded to what I call demand-based or problem-based approaches in their establishment. Growth and specialisation of organisational structures take place through informal means, which evidences the effects of the ideas of flexibility and pragmatism that frame the PA and its regional integration process.

The thesis shows that the PA relies heavily on soft-law reinforcing its political basis. Mandatory commitments or hard-law approaches refer primarily to the construction of a free trade area as of today while soft-law is predominant in several areas that comprise its large economic and non-economic cooperation pillar.

I maintain that the PA’s current institutional framework does not equip it to respond to the needs for policy coordination and harmonisation, and the development of other regional public goods associated with the goals of its economic regionalism project.
