El autor defiende la necesidad de fomentar una integración que respete la cultura común que une a España y Latinoamérica y que se base en la construcción de instituciones sólidas capaces de promover la democracia y el desarrollo. En tal sentido, señala la importancia de la nueva Alianza del Pacífico que integra a México, Colombia, Perú y Chile y que se presenta como un modelo viable de colaboración económica basada en el Estado de Derecho y en el fortalecimiento institucional.

Asymmetrical Governance: A Closer Look at the Pacific Alliance Members –Comparative Politics and Political Institutions

Abstract:
The following paper aims to assess the pre-agreed terms, in terms of governance, countries that are part of the Pacific Alliance: Mexico, Colombia, Peru and Chile. The hypothesis is that asymmetries of public policy of the integration process can be explained by governance indicators-regulatory quality, rule of law and government effectiveness; In other words, the integration block will be more asymmetric as differences in terms of governance are higher. So, first, an introduction to the work is done; second, some methodological clarifications are noted; third, the text explains what is the Pacific Alliance; fourth, the document makes an analysis of governance for the four countries before the signing and implementation of the agreement; and finally, some conclusions arise.

Resumen:
El siguiente documento tiene por objetivo evaluar las condiciones pre-acuerdo, en términos de gobernabilidad, de los países que forman parte de la Alianza del Pacífico: México, Colombia, Perú y Chile. La hipótesis a desarrollar es que las asimetrías de política pública, en el proceso de integración, pueden explicarse a partir de los indicadores de gobernabilidad-calidad regulatoria, Estado de Derecho y efectividad del gobierno-; en otros términos, el bloque de integración será más asimétrico a medida que las diferencias en términos de gobernabilidad sean mayores. Así, primero, se realiza una introducción al trabajo; segundo, se señalan algunas aclaraciones metodológicas; tercero, se explica qué es la Alianza del Pacífico; cuarto, se hace el análisis de gobernabilidad para los cuatro países antes de la firma e implementación del acuerdo; y finalmente, se plantean algunas conclusiones.

Open Regionalism, Legal Order and Democracy in the Economic Development of the Pacific Alliance

Abstract:
The present work undertakes a dogmatic and analytical study of three main aspects that impact on the economic development of the commercial region of the Alliance of the Pacific: globalisation and open regionalism, the international legal order, and democracy as an indicator of the political and social development.
The investigation enquiries into the state of affairs in each of the parameters within the Pacific Alliance. The study also identifies the developments of the Pacific Alliance in comparison to the other commercial regions of the American continent.

Resumen:
El presente trabajo tiene como objetivo un estudio dogmático y analítico sobre tres vertientes que impactan en el desarrollo económico de la región comercial de la Alianza del Pacifico: la globalización y el regionalismo abierto, el orden jurídico internacional, y la democracia como indicador del desarrollo político y social. A lo largo de la investigación se plantea el estado de la cuestión sobre cuáles son los parámetros en los que se encuentra actualmente en dichos temas la Alianza e identificar los avances en relación con las otras regiones comerciales del continente americano.
