Strategic Regionalism, South-South Cooperation and Development in Latin America in the XXI Century

Abstract:
The beginning of the 21st century is accompanied by changes in the global geopolitics of which the Latin-American continent is a protagonist.
The relationship, both political and economic, is more than ever going through significant reconfiguration from the countries of our continent through the establishment of regional blocs. On the one hand, these groups of countries may follow the dynamics of subordination to the neoliberal model that has characterised the power relations of the international system in the last decades. On the other hand, they may represent an obstacle for the reproduction of this scheme of subordination and alignment.
Based on this situation, the paper seeks to examine the hallmarks of this change in geopolitical paradigms, from the Latin-American perspective. This study is conducted based on the analysis of what has been called Strategic Regionalism.
Subsequently, the paper examines the relationship that the above-mentioned issue has with the evolution of the concept of development from the last century to present days. It also explores its relationship with the strategies on International Cooperation for Development. Finally, based on these two mains subjects, the paper discusses the role that the countries from the south, mainly from Latin-American, have in the System of International Cooperation for Development under the South-South format.

Resumen:
El inicio del siglo XXI está acompañado de cambios en la geopolítica mundial, de los cuales el continente latinoamericano es protagonista. La relación Norte-Sur en tanto política como económica, atraviesa hoy más que nunca por grandes reconfiguraciones desde nuestro continente a través de la conformación de bloques regionales que, por un lado pueden seguir las dinámicas de subordinación al modelo neoliberal que han caracterizado las relaciones de poder del sistema internacional en las últimas décadas, pero, por otro, pueden representar un obstáculo para la reproducción de este esquema de subordinación y alineamiento.
A la luz de esta idea, este trabajo pretende en su primera parte analizar los rasgos distintivos de este cambio de paradigmas desde la perspectiva latinoamericana, partiendo del análisis del llamado regionalismo estratégico. Posteriormente se analizará la relación que lo anterior guarda con la evolución del concepto de desarrollo desde el siglo pasado hasta nuestros días, así como sus consecuentes estrategias de Cooperación Internacional para el Desarrollo. Finalmente, y en base a estas dos primeras ideas, se examina el rol que tienen los países del sur, principalmente en Latinoamérica, en el Sistema de Cooperación Internacional para el Desarrollo bajo el formato Sur-Sur.

The Economic Background of a Crime against Humanity

Abstract:
This article aims to provide key elements, which take into account the links between the free trade and the permanent violation of the human rights and even with crimes against humanity. These violations do not constitute isolated situations circumstantial facts, which are the product of the apparent simultaneity between crime in abstract, developed in areas where strategic projects for the global economy are projected and developed. This is a matter related, caused, sustained by both national and international economic, political groups that make a profit with these mega-projects.

Resumen:
El presente artículo resultado de investigación, pretende aportar elementos clave, que den cuenta de los nexos entre libre comercio y la violación permanente de los derechos humanos e incluso con delitos de lesa humanidad; situaciones que no se constituyen en hechos aislados, circunstanciales y producto de la simultaneidada parente entre delincuencia en abstracto, desarrollada en zonas donde se proyectan y desarrollan proyectos estratégicos para la economía global, sino en un asunto relacionado, provocado, sostenido por los grupos económicos, políticos tanto nacionales como internacionales que ganan con estos mega-proyectos.

The Vision of Development within a Global and Regional Context: Regionalism in the Pacific Alliance and the Latin American Integration Association between 2005 and 2014

Abstract:
Historically there have been several discussions on how to achieve development from different scopes and spaces. The vision of development from a global space has undergone a significant evolution to the present day, in particular after World War II, in the context of international development cooperation.

Within the regional space, economic cooperation mechanisms have shown to be dynamic and favourable for development. This paper aims, firstly, to set forth a review of the evolution of the development vision from a global and regional perspective. Secondly, the study analyses trade contributions from a regional development perspective through a comparative analysis of the Pacific Alliance and the Latin American Integration Association between 2005 and 2014. These are economic cooperation mechanisms in Latin America and the Caribbean that seek development within the same region.

Resumen:
Históricamente han existido distintos debates para alcanzar el desarrollo, desde diferentes ámbitos y espacios. La visión del desarrollo desde el espacio global, ha tenido una importante evolución hasta nuestros días, principalmente después de la II Guerra Mundial, a través de la Cooperación Internacional para el Desarrollo (CID).

Desde el espacio regional, los mecanismos de cooperación económica han reflejado ser dinámicos y positivos para el desarrollo. Por ello, el presente trabajo pretende en primera instancia, realizar una revisión de la evolución sobre la visión de desarrollo desde un contexto global y regional. En una segunda fase, busca analizar los aportes comerciales, desde una visión del desarrollo regional, por medio de un análisis comparativo de la Alianza del Pacífico (AP) con respecto a la región y a la Asociación Latinoamericana de Integración (ALADI) para el periodo 2005-2014, como mecanismos de cooperación económica en América Latina y el Caribe (ALyC) que buscan un desarrollo dentro de la misma región.
