The Political-Institutional Dimension of Integration Processes in Latin America (2006–2016)

Abstract:
This article examines the political-institutional dimension of the third period of the regional integration process (2000–2015/16) of LAC, which characterises by having fostered a substantive impetus and a progressive and semi-open scope. Not only did the sub-regional processes advance (MERCOSUR, UNASUR, PIM, SICA, CARICOM, AP, ALBA), but with the creation of CELAC (a regional political and diplomatic forum), it was possible to establish a regional governability-governance outline that generated unity and autonomy.

Resumen:
Este trabajo aborda el análisis de la dimensión político-institucional del tercer periodo del proceso de integración regional (2000–2015/16) de ALC, que se distinguió por haber propiciado un impulso sustantivo de éste y se caracterizó por ser progresista y semi-abierto. No solamente los procesos subregionales avanzaron (MERCOCUR, UNASUR, PIM, SICA, CARICOM, AP, ALBA), sino que con la creación de la CELAC (foro político y diplomático regional) se logró constituir un bosquejo de gobernabilidad-gobernanza regional que generó unidad y autonomía.

Latin American Integration: Regionalism à la Carte in a Multipolar World?

Abstract:
This article presents an analysis of the different approaches proposed by authors who have conducted research on Latin American integration and regionalism. This study suggests that there are three competing initiatives of integration and regionalism in the third wave of Latin American integration: Post-Liberal Regionalism contained within UNASUR and ALBA, Open Regionalism Reloaded in the region through the Pacific Alliance, and Multilateralism or Diplomatic Regionalism with a Latin American flavour envisaged in the recently created CELAC.

The study concludes that these new developments of a regionalism à la carte are a product of dislocation of the economic agenda of regionalism towards a set of diverse issues. Hence it demands a rethinking of the theorisation of Latin American Regionalism.

Resumen:
Este artículo analiza las diferentes perspectivas propuestas por investigadores sobre integración en América Latina y sugiere que hay tres iniciativas concurrentes de integración y regionalismo durante la tercera ola de integración latinoamericana: regionalismo post-liberal, sostenido en la UNASUR y ALBA; regionalismo abierto reforzado, que ha sido reinsertado en la región por medio de la Alianza del Pacífico, y el multilateralismo o regionalismo diplomático que contiene un tinte latinoamericano y que se perfila en la recién creada CELAC.

El documento concluye que estos nuevos acontecimientos representan un regionalismo à la carte producto de un dislocamiento de la agenda económica del regionalismo latinoamericano hacia un conjunto de temas diversos que obligan a repensar la teorización sobre este fenómeno.

Resumen:

La aparición de la Alianza del Pacifico genera varias reflexiones, que respuestas principalmente sobre: hacia donde se dirige la integración latinoamericana y cuál será el impacto que pueda tener la Alianza del Pacifico en la consolidación o desarticulación de la Comunidad de Estados Latinoamericanos y Caribeños (CELAC). Por lo que el escenario que se plantea es sumamente complicado y hasta cierto punto impredecible.
Lo anterior hace que se examine con detenimiento todas las variables del proceso de integración latinoamericano y se pueda generar una primera deducción sobre las posibles ampliaciones de la Alianza del Pacifico en la integración de América Latina.

Comparing the Regional Integration Processes from Mexico and Argentina in the XXI Century –Unasur and the Pacific Alliance

Abstract:
This article analyses, in a comparative way, the different models of regional integration where Mexico and Argentina are inserted in the twenty-first century. In this circumstance, a historical comparison of the models of integration in Latin America since the nineties and the twenty-first century is made. Under these historical conditions, we will focus on two different forms of integration in the region: the Union of South American Nations (UNASUR), of which Argentina is a member and the Pacific Alliance (AP), where Mexico aims to have a leading role in the region.

Resumen:
Este artículo pretende analizar de manera comparada los diferentes modelos de integración regional en los que México y Argentina se ven insertos en el siglo XXI. Para ello, se realiza un recorrido histórico comparado de los modelos de integración en América Latina a partir de la década de los noventa y el siglo XXI. Bajo dichas circunstancias históricas surgen dos formas diferentes de integración en la región: la Unión Suramericana de Naciones (UNASUR), de la que Argentina forma parte, y la Alianza del Pacífico (AP), donde México busca tener un rol protagónico para generar liderazgo en la región.
