Colombia in Search of Tools to Promote its Development: The Pacific Alliance and the Pathway towards Admission to the OECD

Abstract:
This article provides an overview supported by three key issues for contemporary Colombia. They are the country’s admission to the Pacific Alliance (PA), the possibility to access the full membership of the Organization for Economic Cooperation and Development (OECD). Because of the above development, the article also examines the level of development in which the country could be stood today and for the future if a position is gained in such an international organisation. According to the fundamental assumptions set out in the PA framework agreement, it is feasible and relevant to specify that the inclusion in such an integration mechanism puts the country in the pathway to achieve some of the demands made by the OECD, to accept its full membership. In turn, the fulfilment of it places the country in better conditions regarding the systemic development of its society. This academic approach raises therefore, the existence of a positive relationship between the PA, the demands of the OECD, and the comprehensive national development.

Resumen:
Este artículo ofrece un panorama que descansa sobre tres temas fundamentales para la Colombia contemporánea: el ingreso del país a la Alianza del Pacífico (AP), la posibilidad de acceder a la membresía plena de la Organización para la Cooperación y el Desarrollo Económicos (OCDE) y, como consecuencia de lo anterior, el nivel de desarrollo en que pudiera situarse al país en la actualidad y a futuro, si es que se obtiene una posición en tal organización internacional. De acuerdo con las premisas cardinales expuestas en el Acuerdo Marco de la AP, es factible y pertinente indicar que la inclusión en tal mecanismo de integración acerca al país a la consecución de algunas de las demandas hechas por la OCDE para aceptar su participación como miembro pleno. A su vez, el cumplimento de ello pondrá a Colombia en mejores condiciones en relación con el desarrollo sistémico de su sociedad. Esta aproximación académica plantea, por tanto, la existencia de una relación positiva entre la AP, las demandas de la OCDE y el desarrollo nacional integral.
