The Pacific Alliance: A Geopolitical and Economic Perspective

Abstract:
In 2012, Chile, Colombia, Mexico and Peru signed the Pacific Alliance agreement. The reasons for creating this new group have two perspectives. The first perspective is geopolitical, meaning that the Pacific Alliance is a response to what is called, “a left turn” by some Latin American governments. The second is an economic perspective since the Alliance emerges as a new open regional scheme which strives towards perfecting a free trade zone comprised of the four countries.

From the political perspective, the Alliance would appear to create a counterbalance to Unasur and Mercosur, but it does not have the institutional structure and the convening power that the others have been able to develop. From the economic perspective, the growth and stability that is observed among the four members are the Pacific Alliance best aspects. However, severe obstacles still exist that need to be overcome to transcend the integration phase. One of the most significant hurdles is the low compatibility of customs in relation to third parties that makes it almost impossible to have a common regional market in that area in the short term.

Resumen:
En 2012 se firmó entre Chile, Colombia, México y Perú el acuerdo de la Alianza del Pacífico (AP). Las razones por las cuales se creó este nuevo grupo tienen al menos dos perspectivas. La primera la geopolítica, es decir AP nace como una respuesta al denominado “giro a la izquierda” de algunos gobiernos en América Latina. La segunda es la perspectiva económica en donde AP aparece como un nuevo esquema de regionalismo abierto que pretende el perfeccionamiento de la zona de libre comercio en los cuatro países que lo integran.

En la perspectiva política la Alianza pareciera hacer contrapeso a Unasur y el Mercosur pero no tiene la estructura institucional y la capacidad de convocatoria que estos dos últimos ha logrado desarrollar. Desde lo económico, si bien el crecimiento y la estabilidad que se observa en los cuatro integrantes de AP, son su mejor carta de presentación, existen serios obstáculos a vencer en para transcender los estadios de integración; el más importante es la baja compatibilización de las aduanas frente a terceros que, hace casi imposible tener en este bloque en el mediano plazo un mercado común regional.

El trabajo examina los Acuerdos de Complementación Económica que vinculan a las economías del MERCOSUR con los países de la Alianza del Pacífico (AP) con especial referencia al comercio agroindustrial y discute las posibilidades de un mayor acercamiento entre uno y otro esquema de integración. El objetivo es analizar la eficacia de los referidos acuerdos para la canalización del intercambio de productos agroindustriales y su potencialidad como vehículo para una mayor integración productiva en la cadena respectiva.
